But on github (link https://github.com/google-developer-training/android-kotlin-fundamentals-apps/upload/master/DiceRoller) uploads are disabled.

You should not upload but download it. The correct link to the Project is this. But to clone or download it, you need to download the whole repo {android-kotlin-fundamentals-apps}(https://github.com/google-developer-training/android-kotlin-fundamentals-apps/archive/master.zip)
