No ckpt.meta files in the release of 24 smaller BERT models #1179

I'd like to try the smaller bert models referenced in readme but all files do not have *.meta files included, so it's impossible to use models without the file. Can you please update the modeld and meanwhile have links to metafiles what can be used for each model?

It's dup of 1172 but that was closed without updating models.
