Add a notebook for compact GA using just EvoFlow #54

Add a note book illustrating how compact the compact GA is expressed in EvoFlow. This notebook follows the introduction in issue #53

Hi, I'm going to read the compact GA paper tomorrow, can I try to implement this issue?

The above are TF vanilla implementations of cGA. Never got around to move then into evoflow
