Migrate legacy TAP projects to equivalent blueprint defined TAP projects.

Blueprint-defined TAP projects (sometimes referred to as Zero Config TAP projects) is a TAP feature that allows users to manage the full lifecycle of a TAP project (create/modify/delete) completely via changes to blueprint file or Boq manifest file submissions in google3.

Note: Do not rollback this CL. Rolling back will result in deletion of the TAP project and not a reversal of the migration.
