Temperature - drop the low-3 bits at test time? #5

Is the temperature defense just doing bit dropping during training, or is it supposed to do that at test time as well? Currently, it looks like it's just doing it during training.

Oh, whoops. The README is wrong here. This is the README for a defense we removed and is no longer here, let me copy over the correct file.
