Updated test workflow #103

Various tweaks to the test workflow:

Runs on all pull requests, rather than just those against master and dev.
Doesn't run on pushes to master and dev any more. (Not something we should be doing terribly often / when we do it's usually just a doc fix.)
flake8 should now error out according to the .flake8 file, rather than the very limited set of conditions considered before.

None of these changes are strong feelings on my part, they just seemed like nice-to-haves.
