Web fundamentals should provide guidance on using feature detection #4073

As part of our progressive story, we should make sure it's documented why developers should be using feature detection instead of user agent sniffing.

We should also dive into best practices on how to do feature detection.

We definatley need to nail the progressive story more effectively.

There are a couple of areas that I think we can work on:

For technology specific articles we should be mindful of the PE story (I tried to do this in the camera capture and audio posts), but we should make sure we do it for /web/udpates as well as existing articles.
There still seems to be a large acceptance of the use of modernizer, and we should create some guidance about the generalised best practice.
