Proposal content "Design & UX" => Improving Perceived Performance #7120

I want to propose to write an article under "Design & UX" helping developers with guidelines to improve perceived performance:

optimize first-meaningful-paint time
optimize the Critical Rendering Path
loading indicators
pre-loading

is WebFundamentals a good spot to feature this? Should I start writing and PR something or some kind of approval process first?

You want to discuss these topics in the context of design and UX? I'm trying to understand how the content would differ from what we already have under developers.google.com/web/fundamentals/performance/
