Can you please elaborate on your issue?
Example; If I am using the Google Chrome browser, and I create a doc, I can use Cmd+K to insert a hyperlink. If I use the hyperlink function and use either CallTo: 8005551212 or Tel: 8005551212 Google Chrome automatically chooses the App Skype to handle the outgoing call. I am looking at how I would either update this to default to Google Voice, or let the user, Me, choose which app would handle the CallTo or Tel function. I am using a Google Doc for an example, but this runs true no matter where the hyperlink is available. For example I use Citrix Podio to manage my personal contacts. With each contact card there is a phone and email field that will prompt action when clicked. This too defaults back to Skype, and app I have not used in quite some time. Thanks for getting back to me, I hope this explained the issue more clearly. Let me know if you need anything else.
Also, I am not sure if your team tried to call, I had an odd call come in a few times where I had a hard time understanding the person on the phone, asking me to look as my msconfig file on the computer. I wasn't sure who he was after asking a few times, and so was weary of working with him further. If that was your team I truly apologize, but when he immediately had me start opening system files to possibly edit, I had to cut the call not knowing who it was.

What needs to be done?
We cannot determine how to change the Click to Call handling using Chrome. The system defaults to Skype, and this service is not used.
