This makes Google Benchmark simple to add as a dependency in a bazel project.

The repository would install the Publish to BCR github application to automate the submission of any releases to the Bazel Central Registry BCR
Describe alternatives you've considered
A user can use the git_override commands in their MODULE.bazel but this requires knowledge of the commit sha of the repo and can't be cached by bazel's repository cache.
