Update deprecated utils.genUid #318

Updates utils.genUid to utils.idGenerator.genUid

Closes #317

Hello, thank you for the PR.

This repository is now unused. It used to hold some tools used for developing blockly.

Despite the similar name, this repo is unrelated to the Blockly Developer Tools page. That code is in the core google/blockly repo under the demos directory. I've opened a PR to fix the issue and we'll get the site running again by tomorrow. Thanks again for bringing this issue to our attention!

Ohhh I see… I stupidly looked up blockly developer tools github and this was the first result. Thanks, and sorry about that!
