Move horizontal toolboxes to a plugin #3241

With the imminent rewrite of the toolbox (due to Closure bloat), the question came up as to whether there is a need to support horizontal category toolboxes. If there are no users of this feature, then we can simplify the rewrite by dropping support. These toolboxes are already poorly supported with multiple bugs.

Ninja edit by maribethb: The toolbox rewrite has already been completed. But for the above reasons, let's pull this feature out into a plugin.

I saw at least one project using this at the Summit. @jollytoad i believe it was you guys, perhaps you could comment on your use of it.

Nope, it wasn't us ;)

You may be thinking of the horizontal history bar we had at the bottom - that wasn't part of Blockly.
