Is anyone able to build this as a Windows Binary? Cmake fails and the current Windows binary is very old/artifact expired...

Outstanding! It's really too bad there's no way to implement it into the current JPEG spec instead of a separate file format. 22% saving across billions of JPEG images would really add up!
