Design doc formatting issues #2

Currently our markdown design docs (compiler_design.md, specification.md) have some rendering issues when previewed on GitHub directly. We might want to fix those issues. @DKLoehr could you take a look?

I think this issue has been tackled. Do you mind closing it at this moment and reopen with a more specific description of the problem if we meet next time? @qobilidop

Good suggestion on making it more specific. I think some of the formatting issues I noticed are not fixed yet. I'll try to come up with a fix and close this issue.
