Sync with closure-compiler and closure-library release #97

@Ubehebe Any chance that closure-templates can be released on the same interval as closure-{compiler,library}?

My reason for asking is that I have recently been working on some improvements to Closure Rules. If the Closure Rules releases could be sync'ed with the rest of closure tools that would be ideal (https://github.com/google/closure-compiler/issues/1770).

I would like to establish a common parent POM for the closure-* properties, now that closure-stylesheets has a maven based build.
