The current way we put GCE instances in network quarantine is via Firewall rules, this will prevent new connection but will not break on-going connections. In order to stop ongoing connections:
we can either remove all external IPs after adding firewall rules then add them again
remove all external IPs and add another jump instance to connect to the quarantined instance
