Update subpar dependency (2018-03-07) #146

This updates the subpar dependency to 0356bef3fbbabec5f0e196ecfacdeb6db62d48c0, which works with --incompatible_remove_old_python_version_api in Bazel 0.23.

FYI this flag will be flipped in Bazel 0.25, which will be released mid-April.

If you want to stay on top of future Bazel changes, you may want to look into getting coverage added to Bazel's downstream projects CI at ci.bazel.build.
