Simplify the menu structure #26

Currently, many menu items are stuck in second level "Other..." menus. 
This is due partially to the lack of a "DepAn Project" type (which would
allow Eclipse/RPC to automatically fill in useful choices) and partially
due to just poor menu layout.

Regardless ot the implmentation mechanisms, a good menu system should:
* place DepAn views and wizards at the  top level
* prefer DepAn views and wizards over other contributions

Similar to issue 23:  Natures and perspectives now work satisfactorily.  More UI
improvements are possible, but specific bugs should be filed for other 
improvements.
