[UG] Replace incomplete RSS docs by a reference to the Hugo RSS page #2089

Since Docsy no longer offers any customized RSS support, the RSS section of the User Guide, which is now incomplete, should either be dropped, or replaced with a simple statement that refers the reader to the Hugo RSS page, https://gohugo.io/templates/rss.

I think pointing to the Hugo page is the right solution :)
