Small atari dockerfile fix #204

The roms currently available from the provided links are only packed with rar, the unzip seems no longer needed and was actually breaking the build for me.

Apologies, I forgot to change my primary email to the same one I used to sign the CLA and your check is failing because of that. I tried changing it, resigning the CLA and reopening the pull request, but it's still checking the wrong email. I'll close this one and try to submit a new one.
