Fusion should include an option to set secure permissions for special folders #1850

NOTE: This ticket was created after the issue was addressed so that the fix can be tracked. Resolved by #1811

Loose permissions can present a security risk in secure environments. Open GEE should include the ability to optionally set more restrictive permissions for special folders.
