Using Tutorial Data or other data that do not cover full earth, create San Francisco globe
Push and Publish the built globe with the option "WMS" enabled
Using QGIS or other WMS client, view the WMS published globe
Notice that outside San Francisco the content are displayed in black color.
Expected behavior: the outside content should be white and not black as the OGC WMS specification states (if not BCCOLOR is supplied, the default value used should be white). The same statement is also mentioned in the Open GEE Documentation.
Note: From looking at the code it appears that BGGCOLOR is always black whether passed in by the WMS client or not.
