w3c_permissions.js (goes with the recently added w3c_clipboard, well supported)

@gkdn given the discussion in https://github.com/google/elemental2/discussions/170 , should these still go to the elemental-dom package? Does it make sense to propose a PR for this before the refactoring or should this wait?
