From Emoji ad-hoc 2009-feb-05 during the UTC meeting

EMOJI SYMBOL FR etc.: Heading "Emoji regional indicator symbols"

Block Emoji Compatibility Symbols: Heading same as block name

Change e-B7C..e-B80 because they don't fit with enclosed alphanumerics:
- Names: Insert "input" before "symbol" if missing
- Move to U+1F541..5
- Heading: UI input status symbols

Rename e-B81 ID -> IDENTIFICATION SIGN

Also: Michel (WG2 editor) is making lots of changes to headings and 
annotations. Compare, and sync here.
