permanent chart to replace development charts #173

With most of the work done on the encoding proposal, we should replace the 
currently generated charts with only one with a permanent layout, probably 
with all of the data for all symbols, but without the "temporary" and 
"design" notes. Still in HTML and PDF versions. Maybe the HTML version should 
also use proposed code points now rather than font glyph images.
