squared/circled characters should have hollow square or circle

In the relationship of Unicode character names and the corresponding 
representative glyphs, "squared" and "circled" characters that are _not_ 
also "negative" have hollow (no-fill) squares or circles surrounding the 
enclosed black-on-white text. "Squared" and "circled" characters that _do_ 
have "negative" in their names show white text on a black-filled circle or 
square.

Several of the current (1.0d1) font's glyphs should be fixed accordingly, 
even if that makes the font glyphs more different from the carrier images. 
This is partly to create characters with names and glyphs that are most 
similar to already-existing characters.

which is being added for an earlier proposal (ARIB, Japanese TV Symbols), 
and the circled ideographs in http://www.unicode.org/charts/PDF/U3200.pdf .
