Seems like Google is not willing to do that, not even in this extreme case of a world pandemic. You know their motto "don't be evil"... only it's the opposite.

Is google trying to reedem themselves?! In any case, thank you! Let's hope you start being more transparent and open about your code, at least in this particular case where public health is involved...
Android is a platform used beyond devices that ship with recent Google Play Services releases. To allow public health authorities to potentially target devices other than Apple iPhones and Google Android if that is deemed useful by the given authority, it may be beneficial if Google released their Android Exposure Notifications implementation recently shipped as part of the Google Play Services offering as some form of Open Source.
Has such a thing be considered (or possibly already done) by Google?
