Upgrade to Go 1.16 #1402

Replace signalcontext with stdlib
Replace ioutil with stdlib

Part of https://github.com/google/exposure-notifications-server/issues/1386, but I didn't include the embed things.

Needs to merge before https://github.com/google/exposure-notifications-verification-server/pull/1865 to make Prow happy.
