Unreachable db ping check within health handler #1508

With providing 0 value to NewLimiter() function the created limiter will never allow to permit an event. https://github.com/google/exposure-notifications-server/blob/36dbf20153e8103529c4c13dc07f0f9daff53819/pkg/server/healthz.go#L30
