Add ability to turn on /off parquet file generation in case of syncying fhir to fhir server #1073

In a case where the fhir pipe is syncying between fhir to fhir server , some times it may not be necessary to create a parquet DWH at the same time . we should be able to swtch of parquet generation when its not needed
