Make the request timeout period parameterizable on the Info Gateway

Context

• We encountered a situation where requests going through the Info Gateway would timeout.
• This was caused by some functionality that did not account for pagination in one of the Sync Plugins written for OpenSRP.
• As we fix the pagination issue we would like to also make it easier to change the request timeout period
  • We had a work around on the plugins which involved re-initializing the FHIR Context and providing the new times as show here
  • We think making this parameterizable is a cleaner solution.

• [ ] Have the ability to define timeout periods on the FHIR Info Gateway configuration file
