tests/fuzzer/flatbuffers_parser_fuzzer.cc indicates BSD-style license but project is subject to Apache 2.0 #8400

There is a conflict with license indication. For the file tests/fuzzer/flatbuffers_parser_fuzzer.cc to be (re)publishable it should be either clear which BSD-style license is applicable or (as I assume which was meant) to change licensing to Apache 2.0.
