Heebo discretional ligatures miscoded? #1429

is there a way to cancel the discretionary ligatures of HEEBO font on Adobe Photoshop's newest version? For some reason this feature is disabled for that typeface and it's a real problem for me. It does work on other fonts such as Adobe Caslon Pro.

Heebo files have only kern and mark tables, no liga, dlig or rlig tables. Heebo is a Latin + Hebrew typeface.

Tested in Photoshop CC 2018 (version 19.1.0):

This behavior isn't displayed when Paragraph is set to "Latin and East Asian Layout".
This behavior is displayed with Paragraph set to "Middle Eastern and South Asian Layout".

Same behavior with InDesign CC 2018 when Paragraph is set to "Adobe World Ready Composer" (versus "Adobe Composer").
