Honestly, just use SVG…

B&W fonts or color fonts? In any case, they should be Unicode-compliant (I think), which reduces greatly the number of candidates.
In B&W, Erler Dingbats isn't really free, neither Symbola (alas!).
In color, it could be funny if Google Fonts accepted Twemoji Color Font, as Noto Emoji doesn't exist in OpenType-SVG format and Google Chrome is the last remaining browser to not support OpenType-SVG…
Does Google accept icon fonts?
