Add Microsoft's Cascadia Code #2179

Could we get Microsoft's Cascadia Code ( https://github.com/microsoft/cascadia-code ) added?

It does not yet cover even Basic Latin, so it’s not (currently, as of now) useful for broad distribution. Google Fonts requires new fonts to at least cover the Latin Core glyph set.

I love it but it's still very much a work in progress. I'm going to wait for the character set to be expanded and a more automated build process.

The full Latin Core glyph set is now supported. Will https://github.com/microsoft/cascadia-code/issues/56 also be an issue? I'd like to see this font get added to Google Fonts, since Google's internal web IDE only pulls fonts from here, and you can't manually install fonts on ChromeOS. Thanks!

We need to address the RFN to onboard this family

Discussed with Dave this week. He is still working on the RFN issue with Microsoft and the Google legal team

I discussed this project with Aaron today. There is additional work going on in the upstream project that should wrap up by end of June. Will move this to Q3 based on this development schedule.
