Adding Clarity City #3414

This would replace the request in #676 as we have fixed and enhanced the original Metropolis (now defunct) and continued to open source the font.

Downtown is unlicense, not OFL, so currently ineligible on that basis.

@davelab6 this thread is about Clarity City, which is OFL, not about downtown.
