How would it be possible to add built-in sample texts in other languages?

Sample texts are taken care of in the googlefonts/lang repository, which is then incorporated into this repo. We tend to use the Universal Declaration of Human Rights where available, and then are quite careful about what other samples we use where it is not available. What languages/texts are you thinking of?
