While an example spec file could be provided, in the end distros are responsible for their own packaging. Has a Fedora bug been filed to request that fscrypt
be packaged for Fedora?

not that I know of

of course they are, but it'll take some time and it's very likely that it happens quicker when an example spec is provided.
Many distros provide binary packages in their repositories for the fscrypt tool as well as its PAM integration by now, but Fedora doesn't. It would be great to have it in the official repos or at least a working .SPEC file to easily build a RPM package yourself in this git. While installing with go get or make install works on normal Fedora, it's a pain to work with when on ostree based systems like Silverblue or Kinoite.
