@maliberty noticed that openrcx uses via resistances from the tech LEF. It does the same for layer resistances, even though that data is in the openrcx files. Longer term this should be addressed in openrcx, but for now this means our signoff STA isn't taking into account any variation in resistances.
@RTimothyEdwards fixed this on sky130 by creating multiple tech LEFs for each corner. We should do this for gf180 too.
