Prebuilt Windows binaries #204

Getting a Windows binary is a PITA. It would be quite useful to build and publish a Windows exe using Appveyor.

(Would also be good for C++ Jsonnet: google/jsonnet#469)

@sparkprime It shouldn't be closed I think. (BTW the commit which closed it has a really misleading name. It does everything but appveyor builds and releases.)

@sbarzowski My bad. I should have thought to change the issue name before it was merged.

Issue #366 is the more general request for binary releases for all platforms.
