For anyone else interested in this, there is a (rather tedious) workaround that I use:
- Instead of scanning a website's QR code with Google Authenticator, do so with "Barcode Scanner" (or similar) app to retrieve the URI.
- Following the syntax defined in "Key URI Format" wiki page, append issuer details.
- With an online QR code generator (less secure) or a program like "QR Code Creator" in Ubuntu repo, generate a QR code with the amended URI.
- Scan this new QR code with Google Authenticator.
Example:
- Trying to add 2 factor authentication to my account at example-website.com, I receive a QR code. Upon scanning with "Barcode Scanner", I get this - otpauth://totp/user@example.com?secret=12345678
- I amend this to read - otpauth://totp/ExampleWebsite:user@example.com?secret=12345678&issuer=ExampleWebsite
- I get a QR code for this URI from "QR Code Creator" (see attachment)
- Scanning this with Google Authenticator, I get an entry with the otherwise missing issuer field.
Note that this needs to be performed as the QR code is added and can't help with existing entries. You will have to delete an existing entry that is missing issuer information and generate a new QR code on the issuing website to make use of this workaround.

While best practices for URI generation are outlined in the "Conflicting Accounts" wiki page, the sad reality is that a lot of websites still don't include issuer in either the label or as a parameter.
To reduce likelihood of conflict and confusion for end user, could we please have an option to edit issuer, perhaps building on the interface for editing account name (long press on entry then pencil icon)?
