Migrate from Travis/Appveyor combo to GitHub actions #104

The appveyor checks failed as the appveyor config has been deleted. I've also deleted the appveyor webhook, so this should not longer pop up with subsequent commits, even on this PR.

most of the commits were my mostly futile attempts to understand the Windows build environment... Thanks!
