[Clear/Import LOIs] "Clear" and "Import" occur immediately rather than being applied to draft only #2066

These actions should only take effect when "Publish" is clicked.

In the interim, the workaround is there is a warning dialog after clear

All other changes only take effect on Publish, so this is a design issue that may be complex to fix.
