"Native" versions of the test fail on 5.X kernels with SIGSEGV. Observed on Ubuntu 18.04 with a 5.3 kernel.

Repro:

Remove SKIP_IF statement referencing this bug in //test/syscalls/linux/exec_binary.cc.
bazel test //test/syscalls:exec_binary_test_native
