Official release in maven repo #110

Hi,

Thanks for this great library. It would be very useful if an official release will be available in the public maven repository, just like libphonenumber.

I agree, this is a difficult build to bundle up for your own repo.

I'm having trouble to build this juggling with build script and versions, a release built library would be great.

@ssundarraj I can help do the Java publishing. I am not sure how whose keys we would need for MavenCentral or permissions for Google's maven repo.

@sockix @ssundarraj Since you are already publishing https://github.com/googlei18n/libphonenumber, you should be able to reuse most of the publishing code for this repository.
