Thanks for reporting this. It looks like a bazel issue described here: https://github.com/bazelbuild/bazel/issues/15831. It looks like they are landing a fix, but there are some workarounds mentioned in that thread that you could try.
With OpenJDK 11 it fails too:

Thank you @kiufta for that data point. I would like to better understand what the issue is, since we have not seen this in the past. If it happens with JDK 11, it may be worth mentioning it in the bazel thread. But in the meantime, please try the workaround mentioned in the bazel thread:
