[Component Request] Add Bottomsheet #880

A Bottom sheet component can be useful in web too, for displaying sharing options or other functions.

We can handle the modal bottom sheets version. It is a fairly simple CSS modification to dialog elements. Which the dialog component using the element should be landing soon to setup a baseline here.

The persistent version is essentially a container that moves from content flow in mobile to hovering on top of more content on desktops. That would basically mean we provide a simple container (since there are no other specs for it) and developers then get upset that we don't offer 20 different positioning classes to move it around the page for them. So this version should be left to developers to create if they need it in their applications.
