Updated Brotli submodule #130

This PR updates brotli submodule to the latest commit from https://github.com/google/brotli in order to fix #127 and #124 as well as #121. As mentioned in https://github.com/google/ngx_brotli/issues/124#issuecomment-988080627 , there's a fix release on brotli repository.

Since GCC 11.2 ships by default in latest ubuntu 22.04 LTS this is a good thing to address.

Is there an updated release for this PR? Seems that other distributions (saying Alpine) is still building with tag v1.0.0rc.
