Notification in Android client for HTTP and HTTPS PII handlers

This is 2 of 3 PRs to add Android app PII detection functionality to nogotofail.

PII functionality added to the Android client includes:

• Notifications for HTTP and HTTPS PII handlers
• Collection of device PII which is passed to the server
