Test Red Hat Feed #2578

Pushed the Red Hat OSV records to a temporary Github repository for testing. Actually content will be published to a Rest API as outlined in the osv-schema PR: https://github.com/ossf/osv-schema/pull/257

@jasinner It turns out that because your test repo is using LFS, our Importer isn't processing it correctly, so this isn't working as desired in our Staging environment.

Also, the all.json file isn't structured as an array.
